The learning revolution in the 21st century, as a new educational paradigm, is considered to be the basis for fundamental changes in the world's educational systems. This research aims to identify the key components of the learning revolution and analyze the factors affecting educational change in secondary schools in Bushehr. The research methodology is based on a mixed-method explanatory sequence design in which quantitative data from 384 students and 96 teachers were collected and analyzed with advanced statistical methods. The quantitative findings indicate a significant difference between traditional and modern methods in the development of 21st century skills, such that critical thinking (t = -8.45, p < 0.001, d = 1.21) and creativity (t = -7.32, p < 0.001, d = 1.07) show significant improvement. Multiple regression analysis confirmed the significant influence of educational technology (β = 0.34), teacher education (β = 0.28), and school leadership (β = 0.22) on the success of educational transformation (R² = 0.56, p < 0.001). Qualitative analysis of the interviews identified five main themes: changing teacher roles (28.1%), technology (23.8%), assessment (20.0%), student motivation (18.1%), and implementation challenges (16.3%). This study offers important policy implications for designing evidence-based educational programs and developing operational frameworks for educational transformation.
