Considering the expansion of the strategic components of organizations and their development patterns, the management and leadership of human resources to deal with these pressures is among the most delicate and important elements of management in any organization. Based on this, in this research, we intend to compare and investigate the harms and challenges in the human resources management of public and private banks in the Iran. The current research is a synthesis and quantitative study. In the qualitative and socio-statistical research synthesis part, the research included all scientific researches in the field of human resource management challenges in public and private banks, which were selected for the final analysis based on the exit criteria of 35 scientific researches. In the quantitative part of the research, the statistical population included employees of private and state banks in Iran, who were employed in state banks including Bank Melli, Sepeh and Maskan, and private banks such as Shahr Bank, Eghtesad Novin Bank and Pasargad Bank. In the synthesis research and qualitative part, the tool of written list and document sampling method and semi-structured interview were used, and in the quantitative part, the research tool was a researcher-made questionnaire. The findings of this research show that the main challenges in human resource management are concentrated in three categories: behavioral, structural and contextual, which have a negative impact on the management process and productivity of human resources, and these categories They have a negative and significant effect on the productivity of employees and organizations in both private and state banks.
